David is the IT Specialist for Finance and Budget in the IT Department at the Asian Development Bank. He leads three teams, Finance and Budget, Benefits Realization and Vendor Billing. He is responsible for all aspects of the ITD budget, measuring the value delivered by digital transformation projects, as well as invoices and billing.

He has 20+ years of experience in the financial services and professional services industries in a variety of disciplines, including performance measurement, operational risk management, corporate communications, board relations, program management, vendor relations, and IT Financial Management.

David began his career at TD Bank where he served a long tenure in a variety of disciplines and roles, followed by time at Thomson Reuters, Deloitte, and now ADB. Originally from Canada, David is very much enjoying life in Manila and working at ADB.
