Hong Kong’s fiscal and regulatory landscape is undergoing rapid transformation. The Financial Secretary’s 2026–27 budget revised government revenue upward to HK$688.8 billion, returning the city to a fiscal surplus for the first time since 2021–22.  

For Hong Kong CFOs and businesses, the 2026–27 Budget surplus signals fiscal stability, modest tax relief, and targeted government investment in innovation and sustainability—creating opportunities for cost optimization, regional expansion, and long-term growth. 

However, Hong Kong is bracing for the economic turbulence from surging oil prices and the Middle East conflict that ripple across global markets. The financial hub, together with the broader Asian region, is expected to face intensified volatility and supply disruptions as energy costs continue to rise.

As 2027 unfolds, CFOs and finance leaders face a landscape defined by mounting complexity—where driving profitable growth must be balanced with advancing digital transformation, meeting sustainability commitments, and managing geopolitical volatility. 

A recent Gartner survey of more than 200 CFOs worldwide underscores the competing priorities shaping finance in 2026. Over half of respondents (56%) ranked enterprise-wide cost optimization as their top focus, while 51% highlighted the need to enhance forecast accuracy and quality. Yet, despite growing investments in artificial intelligence (AI), only 36% of CFOs expressed confidence in their ability to deliver meaningful enterprise-wide AI impact. 

The 6th Annual FutureCFO Hong Kong Conference 2026, themed Forging Future Advantage, convenes Hong Kong’s seasoned finance leaders to chart the evolving role of the CFO as we move towards 2027.
